There is already a quite good translation out there, however it uses P5 as dependency. https://github.com/shiffman/Neural-Network-p5
This would be a good starting point as the most translation is already done within. However the included P5 Lib must disapear, as this program must run on a pure console: no browser, no windows.

Requirements:
- pure and strict translation
- no discussion like: TF; tourch, etc is better.
- Flexible Pathes within the prog to CSV files (train and test) like within the python code
- no static hardcoded numbers for any loops. All numbers has to be dynamicly calculated through the given neuralNet given dimension numbers
- the performence has to be at least 95% with the following training and test data:
