I am looking for an experienced CSS, JS or HTML coder to recreate this specific effect being demonstrated on the reference link:

I want you to create an exact effect for my website background video and have the particle effects being displaced across as the mouse cursor moves to them, i also want make sure the plane moves along the mouse as demonstrated on the reference link.

This is an example of script i found that could do something similar, but instead of being a logo it needs to be a video displaced along with the particles and the moving of the plane.

You will receive a compressed video i will submit you to test it, after is being tested and approved and without latency or bad script writing you will be able to upload the code to my web engineer so he can then place it into my website.

i am attaching the video file of the background video i want and also a sample of a video another developer did that got close to the sample effect but did not finish and was not quite the way i wanted since i want the particles to react to the mouse with more watery flow and also the entire canvas should react to the mouse similar to the video presented on the website reference link on my description

Sir if you want your entire video turns into a particle object it cannot be done or even it's possible that probably slows down your web page. because all particle effects is done by using encoded images something like ( data:image/png;base64, ), And for video data can be encoded like ( data:video/mp4;base64, ) but it is unplayable with an effect of particle, Either a logo or a layer can be converted into particle then run onto video see example i modified little bit https://codepen.io/nahid_dipu/pen/NoqWJW
