Hugging Face Jobs

I need a freelancer software developer based in Kolkata. I only want the person to be from Kolkata who will do the project. My problem is I have to transfer my file and file from Hugging Face to a standalone computer in Kolkata. That standalone computer is a laptop. I want to transfer the Hugging Face app to a standalone computer with two options. One is running locally on internet and second option is running locally without internet. In the Hugging Face, I've been using OpenAI and Groq keys in the secrets folder, API , in the standalone computer, I want in the internet connection option, I want the secrets to be in a TOML folder and in the without internet connection option, I want something which will work without needing Groq or OpenAI.
