CTO to oversee one developer

My company is looking to bring on a CTO to oversee one in-house developers who is proficient in the Python programming language. The developer is mainly focused on back end work, so we are looking for a mid-level CTO who has at least 4 to 7 years of experience.
This CTO will be responsible for creating the overall project plan, architecture, and prioritization of projects for the one developer. This one developer is a mid-level developer more comfortable with back-end. But we need someone that can see the full vision and layout an architecture for what we want to build and oversee the one developer in his execution.
We will also be starting with AWS S3 buckets and the one engineer is not familiar with that.
Also, CTO must speak English and Spanish. Developer is most comfortable in Spanish but can speak some English.
