Guide me to setup an Amazon AWS EC2 proxy server with multiple outbound IPs

I'm looking for someone who can GUIDE ME to setup an Ubuntu Amazon AWS EC2 proxy server with multiple outbound IPs (more info below). I don't want the freelancer to setup the server themself, but to create a simple step by step guide/tutorial for me on how can I do it. It's not necessary to start from the basics, as I already have basic Unix, AWS EC2 and server setup experience, but not enough for this task.
I want the server to use multiple public IP addresses and act as a proxy.
I'm looking for ONE of the following solutions:
A) The proxy server will have a main default public ip (for example 1.1.1.1) and multiple outbound public IP addresses (example: 2.2.2.2, 3.3.3.3 and 4.4.4.4). The server decides which IP to use for a proxied request based on the port number of the incoming request. For example if I specify 1.1.1.1:10002 as a proxy in an application, it will use 2.2.2.2 for the outgoing request, but if I specify 1.1.1.1:10003 as a proxy it will use 3.3.3.3, and so on.

I'm looking for the most simple and most flexible solution to achieve this as I may want to add or remove addresses later. I would like to get a "TESTED and READY to implement" solution in any text format (TXT, Word). If you have an idea on how to do it, I'm looking forward to see your bid, but if you are not 100% sure it will work, please try it out before accepting the project as I will not have the time to try and experiment with different things and resolve bugs related to an incomplete/untested solution.
