Since the beginning, I have been working as an illustrator of characters and backgrounds, rigging, 2D animations, storyboarding and character design. If you think it would be cool, I can make some sketches of one of your characters so you can get a better idea. Usually in the company we charge for each character created, since there is also the creation of rigging, but for you I only charge this amount for: creation of backgrounds, design of your characters, rigging and animation. Depending on the length of this animation, I can deliver it to you before the estimated deadline. Anyway, I hope I can help Just let me explain what a rigg is: when you have a character illustrated only, and you want another pose for him, you need to draw the pose from scratch. With a rigg, I can take your character and divide several parts of it, such as the eyes...nose...head...arms...and then I can move your character however I want, without having to redraw it all the time, so it's faster and more practical. We usually use 2D rigg in cut-out animations..
