Heads up on your new-lead rule: the WhatsApp Cloud API (and tools built on it like Interakt) can't see the contacts saved on your WhatsApp Business phone. So "not saved as a contact" can't be checked live. The reliable way is our own contact list: import your existing contacts and past chat numbers once, then every new number gets checked against that plus message history. That makes the new vs existing decision exact instead of a guess.
