1. Project Description We have a detailed site Master Plan provided as a single-page PDF generated from a CAD drawing. The PDF is approximately 50 MB and contains a large amount of architectural, planning, landscape, and site information. The objective is to extract and convert specific information from the Master Plan into **accurate, clean, georeferenced GIS polygon layers** suitable for use in QGIS. The required output is not a complete reproduction of the Master Plan. Only the specific spatial features described below are required. 2. Required Coordinate Reference System All final GIS layers must be georeferenced and delivered in: **EPSG:2932 — QND95 / Qatar National Grid** All geometry and calculated areas must be based on this coordinate reference system. 3. Required GIS Layers 3.1. Facility / Site Plot Boundaries Create a polygon layer representing the **outer boundary of each individual facility/site plot shown on the Master Plan**. Each facility/site must be represented by one clean polygon corresponding to the outer plot or site boundary shown on the Master Plan. Where a facility contains multiple buildings, internal roads, parking areas, landscaping, or other internal features, these should remain within the overall facility polygon and should not be treated as separate facility polygons. 3.2. Green Spaces Create a separate polygon layer containing **all identifiable green spaces / landscaped green areas shown on the Master Plan**. The polygons should accurately follow the boundaries of the green areas shown in the source drawing. Where different green areas are spatially separate, they should be represented as separate polygons. 3.3. Built Areas Create a separate polygon layer containing **all identifiable built areas/building footprints shown on the Master Plan**. Building footprints should accurately follow the building outlines represented in the source drawing. Separate buildings should normally be represented as separate polygons unless the Master Plan clearly represents them as one continuous built structure. 4. Attribute Tables 4.1. Facility / Site Plot Layer Each facility polygon must include, at minimum: * `Facility_ID` — unique identifier * `Facility_Name` — where identifiable from the Master Plan * `Area_m2` — polygon area in square metres * `Notes` — where clarification is necessary 4.2. Green Space Layer Each polygon must include, at minimum: * `Green_ID` — unique identifier * `Area_m2` — polygon area in square metres * `Notes` — where necessary 4.3. Built Area Layer Each polygon must include, at minimum: * `Building_ID` — unique identifier * `Building_Name` — where identifiable * `Area_m2` — polygon footprint area in square metres * `Notes` — where necessary The area values must be calculated from the final georeferenced geometry in **EPSG:2932 — QND95 / Qatar National Grid**. 5. Scope of Work The selected freelancer/company will: a. Review the supplied Master Plan PDF. b. Determine the most accurate and efficient method for extracting the required geometry. c. Extract, digitize, or reconstruct: * facility/site plot boundaries; * green spaces; * built areas/building footprints. d. Georeference all data accurately to **EPSG:2932 — QND95 / Qatar National Grid**. e. Preserve the spatial relationships and geometry shown in the original Master Plan. f. Create clean and valid polygon geometry. g. Populate the required attribute fields. h. Calculate polygon areas. i. Perform geometry and topology quality checks. j. Deliver the completed GIS dataset and supporting files. 6. Accuracy Requirements Accuracy is a key requirement of this project. The resulting GIS layers must accurately reproduce the boundaries and geometry represented in the supplied Master Plan. The freelancer should use the highest-quality information available from the PDF/CAD source rather than approximate or visually generalized tracing wherever more accurate vector information can be extracted. Particular attention should be given to: * exact facility/site boundary locations; * building footprint geometry; * green-space boundaries; * curves and irregular boundaries; * shared boundaries between adjacent polygons; * correct scale, rotation, position, and georeferencing; * avoidance of unintended gaps or overlaps; * preservation of the geometry and proportions of the original CAD/Master Plan. Manual digitization may be used where direct vector extraction is not possible, but it must be performed carefully and at an appropriate working scale to maintain high positional and geometric accuracy. The completed GIS data should align correctly with the source Master Plan when overlaid. This is not intended to be a cadastral/legal land survey; however, the GIS conversion itself is expected to be **accurate and professionally executed**, rather than approximate or schematic. 7. Geometry / Topology Requirements All polygon layers must be checked to ensure that: * polygons are valid and closed; * there are no self-intersections; * there are no duplicate geometries; * shared facility boundaries align correctly; * no unintended overlaps exist; * no unintended gaps are introduced through digitization; * building and green-space polygons accurately follow the source geometry; * polygons are not unnecessarily simplified. A QGIS geometry validity/topology check should be performed before final delivery. 8. Features That Do Not Need to Be Extracted Unless necessary for determining the required boundaries, the following do not need to be converted into separate GIS layers: * internal roads; * parking layouts; * footpaths; * utilities; * contours; * dimensions; * annotation; * general text; * engineering details; * architectural details other than building footprints; * other Master Plan information not specifically requested above. 9. Required Deliverables The final submission must include: 9.1. GIS Data One **GeoPackage (.gpkg)** containing, at minimum: 1. `Facility_Boundaries` 2. `Green_Spaces` 3. `Built_Areas` All layers must use: **EPSG:2932 — QND95 / Qatar National Grid** Also provide an additional export of the layers in either: * ESRI Shapefile; or * GeoJSON. 9.2. QGIS Project A complete editable: **QGIS Project (.qgz)** showing all three GIS layers correctly positioned and styled so that they can be reviewed against an appropriate reference layer or the georeferenced Master Plan. 9.3. CAD Output If CAD processing is used, also provide a cleaned: * DWG; or * DXF containing the extracted geometry used to produce the GIS layers. 9.4. Quality-Control Information Provide a short note confirming: * CRS used; * method used to extract/digitize the data; * method used for georeferencing; * whether geometry was extracted directly from vector information or manually digitized; * any areas where the Master Plan itself was unclear or ambiguous; * completion of geometry/topology checks. 10. Required Sample Before Full Project Before proceeding with the entire Master Plan, the selected freelancer will be required to complete a **sample area containing approximately 3–5 facilities**. The sample should include: * facility/site boundary polygons; * corresponding building footprints; * corresponding green spaces; * required attributes and calculated areas; * correct georeferencing in EPSG:2932. The sample will be reviewed for: * positional accuracy; * interpretation of facility boundaries; * polygon accuracy; * attribute structure; * CRS; * topology; * overall GIS quality. Full production should proceed only after the sample output has been accepted. 11. Freelancer / Company Requirements Preference will be given to freelancers or companies with demonstrated experience in: * AutoCAD; * QGIS and/or ArcGIS; * CAD-to-GIS conversion; * master-plan digitization; * georeferencing; * building footprint extraction; * land-use / landscape digitization; * polygon topology and GIS quality control. Please provide examples of similar work involving: * CAD drawings; * large master plans; * PDF-to-GIS conversion; * site/plot boundaries; * building footprints; * or urban/landscape GIS mapping. 12. Proposal Requirements In your proposal, please briefly explain: 1. Your proposed methodology. 2. What software you will use. 3. Whether you intend to extract vector geometry directly from the PDF/CAD data or digitize manually. 4. How you will ensure accurate georeferencing to **EPSG:2932 — QND95 / Qatar National Grid**. 5. How you will verify geometry and topology accuracy. 6. What final GIS and CAD formats you will provide. 7. Your relevant CAD-to-GIS or master-plan mapping experience. The Master Plan PDF will be provided to the selected freelancer.
