C#/.Net OAUTH2 EXPERT

Seeking a legitimate expert in OAUTH2 and .Net environment, server and desktop.
We have an existing OAUTH2 provider created (Owin) which is functional for a web application. Looking to have it reviewed, updated, and extended to desktop application so C#/WPF/Winform/Console desktop application can authenticate against the OAUTH server. A notable challenge is that the desktop applications also need to be able to run offline. Meaning user needs to be able to authenticate and login when internet is offline.
Please describe the problem and approaches to solve. Thanks. Some reference sourced on current Web API implementation is provdied.
