I'd deliver one dimensioned turnout sheet with a BOM built from your TS-010 example. I've gone through the attached file. The frog number and the rail section fix the lead length and the tie set. I'd confirm them before drawing anything. The BOM would list rail parts such as switch points and frog etc and then ties by length. You'd get DWG and PDF with a first draft a few days from go-ahead.
