VBA-excel calls C++ function in dll

Job Description:
Using excel 2016 and Visual Studio 2019, we need a skeleton code for the following:
1) pass standard data types (double, int, strings) and complex data types (arrays, arrays of arrays) back and forth (i.e. all parameters by reference).
2) in C++, standard output (message box ) and input functions.
The result should include:
a) Excel VBA-code (skeleton with small example only)
b) Visual Studio C++ project with all files (skeleton with small example code only)
c) support to make this run on our machine
