You have the Met Office balloon data and cannot get it out of the file. That is usually a decoding problem, not a scraping one: Met Office upper air soundings ship as WMO BUFR TEMP messages (the MetDB TEMP records in the CEDA archive), so they are binary and nothing sensible opens them in Excel. I decode them in Python with ecCodes/pdbufr and write one flat row per pressure level: station, timestamp, pressure, height, temperature, dew point, wind speed, wind direction. Out comes a plain CSV. On proof, straight answer: I have not done a weather balloon dataset before and I will not tell you I have. What I have done is extraction of exactly this shape, harvesting large public sources into clean structured tables and exporting a product catalogue to a defined format, both delivered and accepted. One completed project on this account, rated 5 out of 5, on time and on budget. Best proof is not a story though.
