Automate the offline conversion tracking data upload for Bing

I am running Google Adwords and Bing Ads for my website, which advertises partner offers. I further track the conversions on partner websites by sending them a GCLID or MSCLKID as a part of the outgoing URL - this way I know which of the visitors actually made a purchase on a partner website. I want to connect the conversion data with Google Adwords and with Bing Ads. For Google Adwords it's simple - I can just point them to a google spreadsheet with the data and no longer worry about it as long as you keep the spreadsheet updated. All I understood from there was that something needs to be programmed :) I do have a programmer working for me, who knows Delphi, some Wordpress and some PHP and the basics of other languages. He says it's beyond his expertise too. So here I am looking for help. I need someone to set it up for me and add some comments to the code, so myself and my programmer will understand how it works in case we need to make a tweak. To get your bid noticed please tell me at least a few words about how you will do it - will it be a standalone program on my PC, or a server app, or some magic with the spreadsheet. And what programming language you will use. Generic bids along the line of "we are a team of super experts with relevant experience and we guarantee we can accomplish your goal to your full satisfaction" usually go straight down to the trash.
