Create and managing Bulk Ebay Listings with CSV or API

Job Description:
Hello, Im looking for a developer who has experience with the Ebay Api's and has previously worked on creating and managing ebay listings.
Im looking to open 2+ Anchor stores, each with 25,000 listings.
Im looking for a way to prefferably upload a CSV file or if thats not an option I would API create the listings.
Ive dabbled in the API documentations already and have figured out how to get as far as obtain the Acess_token and refresh_token.
Im not looking for someone to build me any tools, but rather be a guide to assist me with completing my task ..example would be what api call would I use to create a listing, or update a listing etc.
Please only bid on this project if you have had experience with the Ebay api's and 100% know how to create/manage listings via the API or CSV.
