Explain and document simple circuit to control HDD arm

Need someone to make a schematics of the circuit and components that moves this HDD arm, from pictures and video attached. Also would like a suggestion to make the same circuit with more readily available components than the ICM7555CN which is not longer produced as well as SCL4049AE. Other refinements are welcome as well as long as functionality stays the same. Pictures attached, and video here: [login to view URL] I will wait at least 15 hours before choosing a freelancer..
