Programmable Logic Controller for IOT

Job Description:

Expert experience with home/office security controllers. Want a cheap Programmable Controller with 3G/4G enabling multiple sensors, cameras and alarms. Basically if a sensor is triggered I want the camera in the same zone to take a video and send to the cloud over 3G/4G.

Its an IOT programmable controller. There are many in the market but I am looking for a price sensitive controller. Ideally want a controller that is expandable with regards to sensors/cameras/alarms etc

I believe this can be sourced but if not, I'm open for someone to develop it.
