Build an app that exports data from Google Maps Platform

I am looking for a local app that uses the Google Maps Platform to find an institution's nearest location based on a list postal codes. The nearest location should be recommended based on the shortest distance to drive in minutes as well as the distance to drive in kilometers.

The app is just for me and I need to be able to upload Excel files that contain just two columns. Column A will have the postal codes and Column B will have the different names of the institutions. There is a total of approximately 60,000 postal codes.

Based on the uploaded Excel files, the app will give me an exportable Excel file with the following data and it must recommend the following: In Column C, the nearest institution to that postal code based on the shortest distance to drive in kilometers, and in Column D, the time it takes in minutes to drive based on the kilometers.

I have an API key for Google Maps Platform, I have also created a free dyno through Heroku to host this one-page app, and expect the app to be designed using Bootstrap's front-end library.

My budget for this project is CAD $100.
