Make a High-Visibility Dress -- 2

Job Description:

This project is for artists located in the United States only. I'm not willing to pay import/export duties.

The task will be to create a high-visibility dress; see attached document for details. You MUST follow the instructions in the document in order for your bid to be considered. There will be no upfront payment, but I will not expect you to perform any work that I have not created milestones for. Do not feel limited by the 'budget' I was required to provide, it doesn't mean much.

This project will have two or three 'phases':

1. Design Phase. You will craft a pattern or otherwise design the dress. I will expect to see sketches (or similar) of how the dress will go together before I release payment for this phase.

2. Construction phase. You will make the dress, and ship it to me; expect to ship via UPS or FedEx Ground. I will not pay for any faster shipping speeds. Payment will be released once it is received.

3. Bonus phase. Optional- at the end of Phase 2, full payment will be released. However, I may request additional, likely with some variation in colors or materials; in this event, you may decline, or we may negotiate a price for the construction of additional dresses. Payment for these dresses will be, as Phase 2, released upon receipt.

Phase 3 may include some alterations to or even total redesigns of the dress, such as to make a raincoat capable of protecting the entire dress. Naturally, changes this large would include additional (agreed-upon) Design phases.
