Build a Website

The project is a build of a web application. It will basically be a task and service management system, with a dynamic quotation system incorporated into it. The system needs to have RBAC, and I will provide a template containing the design of the individual elements of the site. - though you will need to implement them where you need. The site will contain customer records, supplier records, service records, a dynamic quotation system which will allow users to create a quote based on their selections (And the services and prices configured within the system). I have attached the details to this job post. The details are not 100% completed at the moment, so I am looking for some estimates for the job cost and any questions not covered in the documentation. I need someone fast and who is able to code cleanly, with well commented code in a common development language such as PHP or c#. the applciation could be based on an existing framework such as wordpress, but security is a high priority and so is the budget.
