New website with specific functions -- 2

Need a new website designed and built. AUTO REPLY RESPONSES WILL BE IGNORED. Please include actual responses when you place your bid. Website is for a new form of interactive theatre. Website will need user registration ( Admin, writers and Actors) There will be 6 ‘stories’ uploaded by admin. Writers can update these stories. These stories will be available to download by all actors. Writers can update stories, but there will need to be a ‘last updated’ notification if they have been updated. This notification will need to be in the website and emailed to the actors. Each story will be available as a PDF or viewable on the website. Story will be uploaded from PDF. Each story will have ‘Letters’. These letters are scanned and uploaded by Admin for each story. An actor can see what Letters are available to respond to and will select that letter for download. Once that letter is downloaded by an Actor, no other Actor can access that letter. There will be an option for each letter where the Actor must enter the date that they respond to that letter. When uploading a letter, admin should have the ability to select if the letter is open to 1 or more actors (number must be set). This will determine if the letter is available to more than 1 actor if needed. Please note, each Story will have multiple chains of letters. However, when an actor selects a letter to respond to, no other actor can select that letter unless admin has determined they can. Within that chain, there will be other letters that will need this same functionality. By default, all letters in the chain will only be accessible by the original actor who selected the first letter unless admin uploads another letter and specifies another actor can join that chain of letters.
