Full Wordpress Dev (NEEDS TO KNOW PHP)

I am looking for a full Wordpress developer who has a strong knowledge of PHP.
I have a website that is mostly built, so what I need to do is get a developer to help me iron out a few things and I have a major functionality needed.
One of the requirements is to know how to take and address and get the geo-location coordinates from an API.
Also, you need to know how to query with mysql to find other entries within radius of found coordinates.
You need to know how to inject a post so it shows up as a message/alert for the end user who has those criteria.
Finally, the biggest issue I'm facing is a custom product that can be purchased that's price is based on a form entry. We need to make it so that we store a draft and only publish after payment is complete AND we need to build a check for bad words/keywords that block this post from being published until approved (even if paid for).
Just to be clear, I need a full time wordpress developer. IF you have the skills to do the above, I can use you on other projects, so rate is based on you being a fit for full time work (40 hours per week), but this project is a must get done ASAP. So this will get more money for this project getting done sooner.
