Build a web application tool

I am looking to hire for someone capable to construct a platform or implement a web application somehow similar to [login to view URL] Currently, I have a basic code as an Excel-macro I need someone that translates that macro and adjust the commands as required, to converted it into a website similar to the above described. Please, see the attached pic as well, which is a draft of the concept in main page for this tool. The tool also need to have links to adjust the sorting of big data amount according thresholds of standard deviation adjusted by the future users.
