Help me with internet marketing

im from +98 Country code I need some help with internet marketing. 1) need somelne who can work whit Telegram 2) familiar whit telegram API 3) can make some Desktop proggram for this job + i have 2 channels of telegram @artlran @aek_gallery +i need to fill these channels whit Irani members the way and framework im looking for : make a proggrame which can a) add phone numbers of that Country as a list (Contact List) +98 ××× (7 other digit) xxx = pre numbers of the most used numbers : its like 20 to 30 variables so thus list has alot numbers = 30 × 10*7 b) in someway it could contact this list from their Telegram account (API of tlgrm is involved..i think) C) and can post them some telrgram Posts , i will provide some posts time to time , and you can be able to post them via their Telegram Accounts .. D) it can add this list to those channels (it is trough push ads , or something else) *You must be familiar whit Telegram Limits *Im loomong for +98 just this country , * You must know this is not so usual work * i can only pay From Webmoney , because of my restriction .. i can transfer from my Webmoney account to yours .. so first chek if you can make any acc , and also see if you can find someone in your city to transfer it for you . * this is a hard work , dont bid if you dont lnow what is this work . * im from Iran (so chek for the Webmoney in your city , and see if that works) * i have enough ideas about what im saying and it is very difficult , so Dont just Bid :) *im looking to raise real members from Active members , ao i can make a business from this , so if it be successfull i will sure coop in longterm .. so ; you must first test it , and if it works i will pay after you can prove it in a telegram channel .
