Import data into MySQL db and create new records

We have a course registration site that's meant to have users log in, browse the listings, and then select a course section. We have data from Jan 1, 2004 that needs to be imported into the system. What makes it more complex is that as a result of the import:
a. new students need to be created if they're not present already
b. existing students should not be duplicated, and order and transcript records need to be added to their existing history
c. the data is clean, but not perfect; some fields are empty and must not throw off the import order
In addition, the mySQL tables need to be updated with new fields to accommodate the import.
The environment is Linux ES, Apache, TomCat, MySQL, Java, Jakarta with an SSL certificate.
I'm the project manager, and the lead programmer took another job that prevents him from finishing this last task. He will be available for consultation via phone and IM, so you won't be starting from scratch.
I want to begin work before Friday. The ideal candidate will be able to work on this during the week, then implement and test over the weekend.
