Prove Theory For Screen Emulation by WebRTC

We are looking for a skilled developer who can prove a theory for us that we can create a emulated screen of a browser window (possibly using WebRTC or something similiar), showing every action of a user (clicking around, paginating, etc), and hiding the content of our chrome extension, that is on the parent screen, from the emulated screen.
Real world example:
- A user would use our solution to put sticky notes or Prompts on any web screen.
- A user would then create a emulated screen of their browser window
- The emulated window would show every action of the user BUT would not show the sticky notes or Prompts.
Reason: A user would use our solution when they are presenting via screen share. The user would screen share the emulated window but work off the parent screen using the prompts as an aid for a talk track, note taking, etc.
SUCCESS CRITERIA - Contractor can successfully demonstrate the emulated window, full user actions, and not showing the specific content on the screen (sticky notes/prompts). We want a stream of the video screen. NOT a recreation of the browser.
