One-page-design webpage with joomla, consisting of 10 areas

Overview: --------------- I need a one-page-design webpage with joomla, consisting of 10 areas. Content will be provided by me, I justs need the joomla-"frame". Description: ------------ The page must be ready for two languages; second language will be switched on later (so at first only german) I provide all texts, menues etc. There is a small addional budget for buying a template if neccessary. All final texts, pics and the video are inserted by me later, you can use dummyTexts/pics/video. Propably I will have some small questions regarding how to insert the texts. I am quite experienced with older versions of Joomla; but not with the new versions using frameworks etc. So it should not be too hard supporting me. I provide webspace, php (whatever version you need), mySQL-database with myadmin-access, FTP-access and the certificate for https site. No direct server-access like ssh etc. The below mentioned web-links are just for better imagination of what I mean. Of course it does not have to look exactly like the samples. Especially the color and design must be all of a piece and does not have to be the same color or design like the samples. The general appearance will be very decent with very little optical gimmicks. The background will be light grey, the text darker grey (font has to be Roboto LT or very similar, what I will provide) and about two additional colors for the effects. Maybe the standard-colors of the template you choose will fit. Responsive design, of course...
