TouchMenu App: updates to iOS and Android native apps

I have existing iOS and Android mobile applications coded in Swift and java respectively. It's called TouchMenu App and is essentially a QR-code scanner. Once the code is scanned, it decodes the data, adds additional fields and opens a webpage in the default OS browser. That webpage is a menu of any of the participating restaurants. I am looking for someone that can handle the iOS and Android development, so when quoting the project please specify whether you can do iOS, Android or both. Preference will be given to freelancers/teams that can handle both apps. The Project - Phase 1 - I would like to have that upgraded to the latest version and also made to fit on iphone x/xs/max. - Update some of the static text - terms and conditions, I will provide new text. Phase 2 of the project will require implementing some new features: - after the code is scanned, if it is a valid url just open that page in the browser. - update the url from http to https - implement a news section - read news articles from some url or api end point (yet to be determined). Articles will be text and possibly one image (design will be provided) - map with pins on it to show participating restaurants and a button to find restaurants close by (to current location, keep in mind permissions). We will create an API endpoint with whatever data is needed. I am looking for someone that can handle phase 1 AND 2 of the project. Remember, this is both iOS and Android. I will also require that you handle the app release process as well. The new apps will be thoroughly tested before work is accepted. While we work together I will expect regular updates and of course for all deadlines to be met. There will be more after that, for instance push notifications. I am also open to suggestions, like best practices, or features that I haven't thought of yet.
