medicall device cunstruction

hello, i am interested in having someone doing the following project for me. this is what i need : i want to create a device, that will count the pulse of the human and the blood oxygen. this device will be put, to the human's hand and will loook like a Bracelet. i do not want it to be too bug, i need it to be as slim and small as possible. this bracelet will be sending the data via a bluetooth device (that will be on the bracelet), to a pc so i also want you to create an application for pc, tha will reveice these data, and stores it. the app, i want it to be done in vs studio 2005-8, using visual c#, and .net framework 3.5 and sql server. at the end of the project all the plans of the device and all the tech aspects my be handed in, so i can do another copy of it if i need to in the feature by my own. also all the source code and detailed documentation is needed for the pc application as i do not have a bug budget, i need you to keep the price as low as possible, and also try to use whatever needed so we keep the cost down. i do not care if you use already made mini devices so you create the main one, or if you need to create your own, i just need the cost to be as low as possible also i am interested in a small timeline,so please try to have all your ideas and bids requirements well organized when you pm me. thank you
