Write some Software voip system

Here's how the system will need to work. I will need you to build : a Website, Android App & iPhone app.( current all clients call my 24 hr Dispatch Service to make a reservation.) Clients should have the option to select a preferred driver or choose from a list of available drivers after we get trip details. Client must be able to open our App & using GPS function, to see where there driver is and get an ETA. (Same as uber) When the client enters the vehicle, the driver will "Go Online" & the client will open uber & "request a ride" because ubers system is location-based that request will automatically go to the driver & they will complete the Uber Trip as usual. Uber has given me authorization but they are not funding this project. If I can successfully Beta Test this service in Boston we can roll out worldwide. My current plan is to create a prototype system using current technology & clever workarounds until I can get enough money to build a custom "automatic" system. My Current Booking System is LimoAnywhere. They have a app for drivers called driveranywhere & it does have the GPS function. This is the Best Reservation System in the industry & DA net is a core part of my limo biz. Whatever we do we need to integrate this system. Unfortunately LimoAnywhere does not have the ability to let the client pick their driver. I have come up with some options. Option 1 - Use Two reservation systems, 1 for Uber Jobs & 1 for Elite Limo. the Google App "bookeo" would work for Uber reservations. I don't like the idea of using to reservation systems but it could work. As long as are mobile app can use the drivers gps on their phone so our clients can see where the driver is. This is a cool function that uber clients are accustomed to. (If we go with this option I would like to have the reservation automatically entered into Limo Anywhere. Option 2 - all Uber reservations need to be made over the phone. This solves the problem but is expensive & Uber clients are use to using an App. Option 3 - Build a custom System that will accomplish everything. This is the best option I am going to start pricing out this option. I need a system to track driver & client ratings for Elite Limo job. I would like to use a 5 star system like Ubers. I want ratings to be mandatory, clients can't book again without rating last driver. (1&5 should get special attention) I also need a system to handle VIP program.* see below. It's important to build the entire system & not just the Uber part because a key part of the plan is recruiting Uber Drivers & we need be able to send them Elite jobs.
