VPN Server Configuration for Surveillance Cameras

Project Description and Requirements We're looking for a freelancer specializing in networks and VPNs to implement an access solution for a Hikvision surveillance camera network, distributed across multiple locations in Romania behind CGNAT from two ISPs (DIGI and Vodafone), both using private IP addresses (no possibility of a fixed public IP from the ISP). The goal of this project is to enable a central NVR to collect video streams from cameras in different locations, creating a secure and stable "inside-out" virtual network. Project Description We have multiple locations with mobile surveillance systems equipped with Hikvision cameras. Each system is connected to the internet via two providers (DIGI and Vodafone) that use CGNAT with private IP addresses. This setup prevents direct external access to the cameras and, consequently, their connection to a central NVR. We aim to implement a VPN solution that creates a secure tunnel from each location to a central VPN server (VPS), allowing the central NVR to access the remote cameras as if they were on the same local network. The routers used in all mobile surveillance systems are Teltonika RUT901. Project Objectives Configure and secure a VPN server (preferably WireGuard or OpenVPN) on a VPS. Configure VPN clients on the routers in each camera location, which are affected by CGNAT with private IP addresses. Ensure bidirectional connectivity between the central NVR and all remote cameras via the VPN tunnels. Optimize performance and stability of connections for continuous video streaming. Provide detailed documentation of the entire configuration. Technical Requirements and Desired Skills Proven experience in configuring and troubleshooting VPN networks. Solid knowledge of CGNAT / Private IP and bypass solutions. Experience with Linux server configuration (Ubuntu Server) and firewalls (iptables, ufw). Ability to work with various router types (or recommend alternative solutions for VPN clients at locations), specifically Teltonika RUT901 knowledge is a plus. Familiarity with video surveillance networks and related protocols (RTSP, ONVIF - a plus). Excellent communication skills and the ability to explain technical solutions clearly.
