Dimmer for LED driver

I need a dimmer designed for a LED driver made by Inventronics (model number EUD-096S350DTA) . See the attached data sheet. The dimmer will be powered by auxiliary output of the LED driver. I would like to have a rotary device on dimmer to change the light level. It should snap into 10 specific steps for %10, %20, %30, … %100 light level. It will have the effect similar to reducing the current going to LEDs to %10, %20, %30, … %100. The BOM should be put together from parts that are in stock with electronics components distributors in North America.
Deliverables are schematic design, PCB design and parts list.
