e911 system redesign

We are redesigning our outdated e911 updating system. I want to build this in .asp w/ mysql or sql server 2000? but I am open for suggestions. Our company (We are a local telephone company provider) is responsible for sending information to the e911 centers updated phone number and address records.. Basically telling the e911 system when a customer calls 911 it will display the correct address on the screen. For both of our carriers we currently manually send files via sFTP connections. Once connected we will send a NENA2 formatted file and stick it in the directory. Sometime during the night their systems will process the file and will stick files in an directory so that you can later review your cycle to see if you need to correct any information... I am looking to automate this process so that I don't have to manually send these each day... I also wanted to make it easier for my employees to input the information and be able to read the error reports easier! please read the deliverables to get a better idea what I am looking for.. ## Deliverables This is what I need... -My employees will login into a webpage using their unique username/password stored in a database and then have the username be stored as a session variable so that if they insert a record I can know who updated or inserted the record in e911. -The employee will insert a phone number or address into a form and it will query an already existing access database and will pull information that is needed and autofill into the e911 input form. Once the employee finishes out the required forms they will click on finish and then the inputed info will need to be validated to an existing address database I have created. If it does not validate I will need it redirected to an error page. -Once the address is verified the information can now be put in the pending cycle using a NENA2 format. I have documentation and examples on how the file is to look when sending it to our carriers. All records inserted for the day will be in pending mode until we are ready to send the cycle via sFTP.. So we will only send a cycle once per day with multiple records per cycle.. -I am thinking that the system is going to be sending the files once a day (only on weekdays) at around 7:00 p.m eastern time. So since I have two different e911 service areas (Embarq & At&T). There will be two different connections made & it's going to be two different files. They are similier in the way they connect, but one carrier is a little different as in one uses a public key and the directory structure varies. They will need to be uploaded via sFTP automatically every weekday at the selected time... -After the files is processed at night, I need the system to download the error reports. They ususally come as plain text and placed into certain directories, so I want to be either able to store them in a database or download them to a directory and have them able to display on the webpage whenever my employee wants to look at them via the webpage. *** I have example files for the NENA2 format as well as error report examples. *** 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
