I need to have an application written for me that is very basic in what it needs. Basically - writing notes on frames of a Quicktime movie.
There used to be something similar made by Adobe called Clip Notes - but they've stopped support for that. There's another similar product called QT NoteTaker (<[login to view URL]>) but that, too, has stopped development since 2006 and not responding any more.
The idea is to have an application that takes notes on certain frames of a Quicktime movie. For instance - an animator makes a movie and sends it to his client. The client plays the movie in the application and stops on certain frames, writes notes in a dialog window, and finally when all notes are done he saves (or exports) the data to a file. The file can then be sent back to the animator or to another person, say - the producer, who then can also add his own notes and save it again. Everyone opening the accompanying file can see the notes.

The application should have the following features/needs:
1. The application should run on a Mac and on a PC. I don't know what language it should be written on to support this, or maybe it can run through a browser, or maybe in Flash - but it needs to support both systems. It's important, though, that it runs very well on both.
2. The format it supports should be Quicktime movies, including MP4 files and H.264 codec. Basically - it can use the Quicktime player in the application.
Quicktime is the chosed player and format because it's very good at frame precision, unlike WMV and the likes.
3. The file that it saves and opens should, preferably, be an ascii file that can be accessed out of the application. Maybe XML?
It should have the name of the Quicktime movie.
(i.e. - QT movie: "my\_movie\[login to view URL]", Data file: 'my\_movie\[login to view URL]")
It should include both frame numbers and timecode.
(i.e. - [00:00:20]/[518 F])
4. The timecode marks of the comments should be hyperlinked - so that you can click on them and it will make the movie jump to the right place that the comment refers to.
Also - useful - a "previous" and "next" comment buttons - so you can jump to each comment and see the frames with the comments without actually playing through the movie ("<" ">").
5. Have a "User Name" window where I can put my name, and choose a color. That way if I make comments - then my name shows up first before the comment and everyone knows who made the comment. The different color makes it easy to tell my comments from someone else's.
Also - whoever writes comments last on the same timecode will appear below the other comments.
For instance - if I choose a "User Name" of "Fred" then my comment might be:
[00:01:05]/[1630 F] - Fred: Please make the cat smile here.
If Sarah then writes a comment it might be:
[00:01:05]/[1630 F] - Fred: Please make the cat smile here.
[00:01:05]/[1630 F] - Sarah: I think we should also make the cat jump.
and she'll have a different color.
Every note written will be prefixed by the user name.
6. At the end of the project we would like all written code to be sent to us.
I'll be happy to get some quotes and even hear of suggestions.
