front and back office for a localy news paper [French language then other]

Hello, I'm submitting a projet that aim to become the admin tool and production tool for a free and localy newspaper. This newspaper need a front and back office to handle ads which be published on paper or on web or both. This tools have to handle : - ads classified in cascading categories, paramaters could be added according selected categories. - two kind of billing, one if the ads is a web ad, one if the ad is a print ad. - two kind of customer, the individual and the corporate. The individual will pay for each ad he bought, the corporate will pay for a package of ad. /* added later [1] */ - an ad could have some documents attached (pdf, pictures ...) - a web ad have a start date and a number of days to live, the billing will be established on the number of days online (day to day or package of days). - a paper ad have print dates, the billing will be established on the number of carracters of the ad and on the number of prints or on the package of a number of prints. - We need a complete web ap for the back office including the capabillity to export data as formated csv ox xml. - We would like to be able to import data from structured text document like xml or csv and push data to customer account. This import could be automated using a cron. The script must recognize the file name according a customer account. After the confirmation of his paiement we send the bill to the customer and we put the ad online. Print-ad: Same from the web-ad but the price change depending the number of carracters written. We charge the customer for N prints on the dates he choose if there are space left on the paper media. All ads stays in the user space at the end of their live according the user settings. The user cas review his ads and repost them. A new billing is required. The corporate customer buy a right to publish N ads in each Top categories for X days. Theses ads could be post online or comes from a formated file in xml or csv according our file formating. If the customer reach his quota he could post ad but not activate them.
