assuming we had enough access to the linux system, and email / database / the OS, and everything was working properly, this is something we could install and configure pretty quickly. our time would also include the testing of all functions, making sure that it all worked the way it was supposed to, etc. and a bit of back-and-forth time w/ you to see if it's all working and configured to your needs.

I can do this work. I have good knowledge of Linux OS / Php / MySql and other linux programs as I am maintaining my own dedicated server at RackSpace Texas.
