Job Search Site Rework

This project is a rework of a job search site. Currently the site is updated using Contribute and formerly using frontpage.
I need to convert data from static html to a database.
I want SQL statements written to output html to reproduce the site.
The server is Unix. I will accept whatever programming language you are most familiar with that will accomplish the task.
Additionally I want to add a search component to the site so the client can find jobs based on svveral criteria i.e. geographic and specialty at minimum.
I want to display the most current listings with several switches to modify the search based on specialty and geographic location.
I need a client registration component for self registration that will enter registrants information into a database as well as sends email to me.
I need an secure web based administrative component where I can add and delete job listings.
I also want clickable map where the job seeker can graphically choose his region, and then his specialty, or vice versa.
This site must be secure for the job additions/deletions.
