The site will be localized to Atlanta, GA.
I need a fully working site, works exactly the same as back page including:
Four step ad posting- write ad, preview ad, email confirm, then post
Fully automated posting walking user through posting
Account sign-up
Choose section,category,atlanta, location,agree terms of use
Write ad should work exactly like it does on back page
Moderator admin/approval with option to allow posting to automatically post or by category
I need to be able to choose to charge and an amount for certain categories through the admin however I will handle the actual payment processing html code
Project complete when you demonstrate on your servers a fully working site that I can go and test posting and viewing ads.

Some updates and clarifications to this project:
1. We are trying to choose a vendor today or by Monday at the latest. The project deadline will be shifted to October 15th.
2. For the moderator admin/approval with option to allow posting to automatically post or by category: By this I mean that in certain categories, such as adult services, I'd want the ability to not automatically post ads, instead the user submits the ad and through an admin console the pending ad shows up in a que. Then as an administrator I can review the ad to make sure it is appropriate before the ad goes live on the website.
3. By "email anonymization" I mean when the user posts an advertisement there is a virtual random numbered email address, like <ad-34322323@[url removed, login to view]>. Then when someone emails <ad-34322323@[url removed, login to view]> our email server has to translate that to the real person's email address and then forward the email on. When you go to post an ad, use the option "Hide my email address from readers (make it anonymous) and forward email inquiries to me." I assume this will require some code integrated with a mail daemon, or configure a mail daemon to write emails to a file then have a scheduled script look-up the virtual recipient and translate the email address to the real user email address and then send the email along.
4. Posting an ad on [url removed, login to view] will give you a full understanding of how each of these features work.
5. We will require a captcha on the initial post screen.
6. Each post will require a link that allows users to flag a posting as wrongcategory, inappropriate, abuse or greatpost. An example of this can be found in the top right corner [[url removed, login to view]][1] We will need a script that removes a post automatically if it is flagged # of times over a threshold. Also through the admin console we will need to be able to see the posts that have flags ordered by most flags to least.
7. On the front page we want to have a section "for sale right now" where one picture from each ad from specified categories, displaying only one picture at a time and linking the picture to the ad. We want to be able to choose what categories are displayed in the area.
8. We will need to be able to limit image file sizes by categories. We would also like to see image resizing to 400x400 pixels if the image is larger than that. Again, we want to choose what categories have these limitations.

Several vendors have commented that the "email anonymization" is out of normal scope for a web site. I am withdrawing that feature as part of this project. I will pre-populate a db table with anonymous email addresses. When a user posts an item all the vendor will have to do is get the next available address and associate the user's entered address to the anonymous email.
