php to read log files

I need this file fixed:

It is supposed to read log files in /home/logs directory, but for some reason it doesn't work from a different directory.
I don't know if its php permissions or directories, or something I don't know how to alter since its hosted at [url removed, login to view]
You can fix it anyway that works, as long as I can launch it from http
