What would be the best solutions for what I need to do?

a)What is the correct order of the following described project's parts implementation

b)What type of programming and programming language should be used for each section? Scripts? Open source scripts? Etc. other open source software that I should pay for (ie. The bulletin board forum-should I choose the free phpbb or vbulletin?)

C)Specifically explain how I can get these parts of the project done.

D)put the following as several separate project posts and in the correct order to be done ie. (Do I integrate Paypal first or last? Does that matter? Do I integrate an easy to use text editing system before during or after the site is done???

E) need explanations on how I can ask about the following being done with specifics on how to do them
