Remote programmers DB using CSV

We are building a database of programmers who want to do remote programming work (projects) for our clients (we have about 4,000 clients). However, this "database" is actually a CSV file. We already have a form online to add programmers to this CSV-based "database" ([login to view URL]). FIRST: the immediate need is We need a form that can locate a programmer in the file via email address, and allow him to change his information, and replace the information in the "database" Second: we want to expand this application to create a set of functions for working with CSV files like a simple, small database. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Complete ownership and distribution copyrights to all work purchased. ## Platform web-based, all web browsers, using web pages like the signup form at [login to view URL]
