Build 5-page static website on WordPress: Maximum budget of AUD$70 only

Job Description:
I need a static website for the “Next Big Idea Challenge”. The website will have the following main pages:
1. HOME
2. ABOUT
3. JUDGES: allow for two pages (when someone clicks on the name and image of a judge – who is a person – this will bring the viewer to another page that has a brief description of that person.
4. CONTACT where viewers can send queries
5. SPONSORS: a list of sponsors and advertisers
There will also be links to the following pages at the bottom of the home page: 1) Terms and conditions; 2) Privacy policy; 3) Code of conduct; and 4) FAQ.
It must be in WordPress and allow me to add names of judges and sponsors once the project is completed and turned over to me.
Two key functionalities will be the ability of website visitors to: 1) ask for information by providing their basic information (name and email address) in a email collection box; and 2) send questions or messages through the CONTACT page.
I should be given site administrator status so I can make ongoing necessary changes to the text.
I have attached images as reference for the web pages.
Please note that this project has a maximum budget of AUD$70. Unfortunately, I do not have any flexibility in the budget. Please do not bid if you expect a higher price for the project. I hope you understand this limitation.
The project must be completed and delivered in 7 calendar days from the date the project is awarded. If I award the project today (10 March), it must be completed not later than 16 March (Thursday) and the website is up, live, running and operational on that date. Please do not bid for this project if you cannot meet the deadline. Time is of the essence for this project.
