Build a complete website / portal with front-end, back-end, messaging system and REST APIs

Hi, we need to build a complete website / portal similar to www.sitly.it. The completed web site must include all the modules you can find on that web site, for example: - multistep registration wizard; - search based on various filters and google maps with drag&drop; - list of profiles; - profile details; - review user and rate; - user backend; - messaging system (chat with email notification); - subscriptions with payment gateways (PayPal, Stripe); - user verification via SMS, email, social profiles, etc; - logging system; - administrative backend; - admin panel - email system for warnings, incoming messages, newsletter, other communications configurated by admins. You can test all main modules them visiting the reference site. In addition the new portal must include some extra features, such as: - Email, identity, phone, social profiles, credit card verification that give points to users reputation, something similar to what freelancer does; - possibility to insert different ads for different areas and not just babysitters. so there will not be a parents table and a babysiter table but a generic users table and one or more ads per user, for example “I am looking for a babysitter” or “I offer myself as a babysitter” - the text strings of the website UI elements (labels, checkboxes, textbooks, etc) must be saved to a language file and not directly in the php pages to be easily translated. The project must be done in PHP using Bootstrap (preferred) or Laravel. Last, the web site must provide REST API to access data saved to MySQL tables.
