Build more complicated web-based task & calendar software

Hello,
I need a developer who can:
- help select the right framework (thinking something PHP & javascript)
- build tools (from scratch) in both PHP & Javascript
- select the proper database structure for both the original software requirements and the future plans
- build an API or something that we can use to later build an App.
- make progress with only a few hours a week for now
- be willing to pick up extra hours as time goes on and possibly turn into a longterm fulltime position if things go well
Is this you? Please tell me about your experience. This is going to be new software and I do not have business income at this point to pay a lot. If I find the right person, this can turn into a longterm profitable venture for both of us.
