create PHP script for .csv auto import in to mysql

The job is as follows
I got a bunch of csv files from a client (around 7000 files with accelerometer data from x amount of sensors), these files need to be combined in to a mysql database, and be shown in graphs, so the task is as follows:
1. Create PHP script and mysql database for .csv auto import in to mysql via cron job.
NOTE there is a lot of files, and there will come more over time, so what i want is a script executed via cron job, so we can have a continuously import.
2. Create a single php page, that displays the data from the csv files (imported in to mysql) in to line graphs (the same type of graphs used for forex)
3. create date/ time filters on the page mentioned in 2 so that limited periods can be shown on graphs.
Above should be a quite simple task for the right developer, the project is quite time critical so if you dont have time for it, then DONT bid, also payment is ONLY over freelancer, what you bid is what you get, SO please READ the project before you bid, there won't be additional payment after.
Will add sample csv files to this project.
