Create website where user can find videos where certains words are said

I need a new website. I need you to design and build it. Aim of the website is to find videos by entering one or more words. The user enter one or more words and the algorithm suggests all the video where these words are said. I am not interested in videos that have these words in the title. But they has to be said in the video. Example: if I enter the word "power", the list of results must have the scene from The Lord of The Ring where Gandalf says "you have no power here". And also the video of Trump where he says to have the power to reopen US economy. But NOT videos of Power Rangers just because the word is in the title. How to show the result? Videos suggested can be of any kind: movies, youtubers video, music video, TV shows, politician. The result can be filter by kind (ig. Movies, TV series, politics, influencers). The video must be shown not fully, but only the interested part that we can call "abstract". Abstracts can have a fixed length, it doesn't matter which. For example we can define 30seconds. The user can add extra time or cut some seconds at beginning or at the end. So for example he can move the starting point 10seconds before or 5 after the suggested. When he has defined the starting and ending point, he can download it. We can also fix a maximum of extra time that can be add, for example 60 seconds. In the example above about "power", the system does not suggest to see all the 3-hour movie of lord of the rings, but only the 30 seconds where the sentence are said. Then if I am not interested in the first 10 seconds, I just move the starting point 10seconds after. The ending point is ok. I press "Download" and the 20 seconds selected are downloaded. What about the database? I would avoid to have a own database. I prefer that the search is done in the video available for example in YouTube, Daily motion, Netflix or Veoh. Bot for copyright reason and for the data amount. I can imagine that this is a not easy part. I don't know if we can have easy access to this data and of course the searching algorithm should be very very very fast to scan all these data. Another option that I can see is that we can have a database not for videos but only of all the words said in YouTube videos (and from other sites) with the second where they are said. About this point I think that we have to define better the solution. If you have other option, they are more than welcome. How to manage the language? After entering the words, the user has also to specify the language of the result. So to get the results only in that language. In the example of "power", if I select as language "Italian", I cannot have in the results "you have no power here" because it is in English. But if I search "potere" (italian translation of power) and I select Italian language, I get the Italian version where Gandalf says "non hai potere qui". A future update of this website (that is out of scope in this phase, so to leave away from the proposal) is to add also filters based on the mood of the video. So, if I search for "Power" in "English" and add the filter "funny", I will not get Gandalf. But if the filter is "angry" or something like that. As I said, this is a future update, not in scope with this project. It is clear that a website as this requires maintenance and updates, so I would choice the proposal also based on the reliability of the proponent and the quality of the job. I don't care about time and I don't have rush, so I prefer quality instead of a quick-work. If you have read these requirements, please write "Power" in your proposal. Hoping to have given a good overview of the project, I am here to clarify any doubt and to consider other options to have a better result.
