Customer Specific Category Pages for Magento 2

We sell police equipment on our website.
We would like to add the ability to make a personalized website experience for customers from each police department.
It should work like this - each police department will have a unique URL that goes to a page on our website (landing page?) and then each officer will have a login (created by us when we are told by the department the name of each officer). When the officer logs in, they see a custom website that has the products unique for that department (each department has their shirt that they are allowed to wear, for example). There will be a way of course for the visitor to see the rest of the catalog).
How do we set this up. I am posting this job to find the right freelancer who understands how to do this, has done this before, and can guide us through our questions to learn how we do this.
