I am expert web developer with 10+ years of experience in Ruby on Rails and PHP. I have worked extensively with Twilio API. In a recent project where the flow was something similar to your case, but much more features there. So the flow went like this, whenever a user joins the website, he will be automatically allocated a twilio phone number and he can connect another number to this twilio number. So now if any caller calls this twilio number, the system asks the caller to record a message to the user, once that message is recorded, it then puts caller on hold and connects with user and plays the message that caller has recorded, and then asks 1 to accept call and 2 to decline call. If user presses 1, it connects the call with caller and if user presses 2 it redirects caller to voicemail where he can record the voicemail and hangup. So in your case, you can port the number to twilio and follow the flow that you describe, otherwise you can follow the above scenario. Hello Here is my proposed solution. You need to get a cloud server and we will install asterisk pbx on it. You can get the cloud server from amazon which is free for one year (the basic server). Other than the server , you will need to get a DID number and sip termination account. You will have to forward all your incoming calls to the DID number , so that calls land on our asterisk server. From asterisk server, we will play a message for them and ask to press one. If they press one, we can forward that call to your mobile number through our sip termination account. For checking if the number exist in your contact list, you will have to upload all contacts to the server. I can set up a database for that. So the additional cost you will be having is the DID number and SIP termination account. DID number cost will vary based on the number for which country you need. For sip termination, you can recharge your account and it will get deducted per minute for each calls that we send to your mobile after screening .
