Payment option plugin to develop for opencart

I need someone to develop one simple payment option plugin to develop for opencart.
Output should be like this:
1. I will install the plugin in my opencart project.
2. After installation, user should be able to see the payment option called "Pay with Sipay" on their checkout page
3. Once the payment option selected, the request will be sent to sipay website as per the attached documentation. I will provide a php sample script which sent a valid payment request to sipay. So, you just need to convert the sample script to plugin.
4. You should deliver the plugin with standard and clean code
