Plugin customisation job

Basically what I need is:

The possibility to set a maximum budget to different groups of users already present in the website.

So, for example, some users (user A, user B, user C...) belong to the group named "Group 1", in the backend I need a "settings panel" where I can set, for example, a budget of €2000,00 for that "Group 1". In this way the orders from user A, user B and user C must NOT exceed the budget of €2000,00. I need to replicate this on all the groups present in the web site.

The second thing is to set a maximum budget for the entire site.

So, for example, the entire website has a budget limit for all the orders of €100.000,00, so the sum of the budgets that I set for every single group must NOT exceed the website's general budget of €100.000,00.

As I said before, everything must be managed in the backend with some "settings panel".

Some infos for you:

In this website we don't have any payment method, the orders are just placed and remain in a "pending" status until a specific user (my customer) approves it, but I repeat: there are NO payment methods.

The users are already divided in different groups, but those are not Woocommerce related groups, they're just groups created with a simple plugin (no membership or other dynamics, it's very basic).
