Reading Portuguese Citizen Card

Hello, my name is Andrey, and I am from Russia, but live in Montenegro now. I have over 10 years experience with PHP/SQL and over 8 years experience with Delphi/BDS. But I have a few questions: 1. Do you need a desktop or web-based app? (I guess it will be desktop app?) 2. Do you have a connected scanner, or just a pictures, scanned before? 3. Do you need to read only front side of a card, or reverse too? Anyway, we can fruitfully cooperate - maybe my bid a little more than others, on the other hand, I can provide European quality of my work for you, based on the experiences of my previous projects.
